Complete purchase estimate

What does out-the-door price mean in Pennsylvania?

Out-the-door price is the supported total cost needed to buy the vehicle before applying trade equity or cash down. It starts with the vehicle price after seller discounts, then adds taxable dealer additions, optional products entered by the buyer, the dealer's documentary preparation fee, sales tax, title, registration, lien, local-use, Road User Charge, and plate charges that apply.

Because the total includes more than the advertised price, it gives you a better number for comparing written quotes. Use the Pennsylvania Dealer Fee Checker when a charge on the quote needs a closer look.

Tax calculation

Sales tax and a qualifying trade-in

Pennsylvania's state vehicle sales-tax rate is 6%. A 7% rate applies to Allegheny County residents, and an 8% rate applies to Philadelphia residents. The calculator uses the purchaser's county of residence.

For a supported dealer purchase, a qualifying seller-accepted trade-in reduces the taxable receipt by the allowed trade value. A private-party purchase does not receive that ordinary dealer trade-in deduction. See the Pennsylvania trade-in sales-tax guide for the difference.

Trade planning

Trade value and trade equity are different

Trade value affects the supported tax calculation

Trade value is the amount the dealer allows for the vehicle. When the trade qualifies, that full allowed value reduces the taxable amount even if money is still owed on the trade.

Trade equity affects the amount remaining

Net trade equity is trade value minus the trade loan payoff. Positive equity lowers the Estimated Amount Remaining. Negative equity raises it because the payoff is larger than the trade value. The payoff itself does not change the sales-tax deduction.

Two distinct totals

OTD Price versus Estimated Amount Remaining

OTD Price is calculated before trade equity and cash down. Estimated Amount Remaining subtracts net trade equity and cash down from the OTD Price.

Estimated Amount Remaining = OTD Price − net trade equity − cash down

Cash down changes the second figure, not the OTD Price. The result is a purchase-planning number; it does not include lender interest, term, APR, lender products, or other loan details.

Government charges

Title, registration, local-use, and Road User Charges

The calculator adds the supported $72 certificate-of-title fee, the registration path selected, and a $36 lien-recording fee when applicable. An eligible transfer of a Pennsylvania plate uses the $11 plate-transfer path; a new registration uses the applicable passenger registration charge.

A participating county's Fee for Local Use is added when the selected registration term and county require it. Battery-electric and plug-in hybrid vehicles can also receive Pennsylvania's Road User Charge. The separate Road User Charge guide explains the verified annual and two-year amounts.

Dealer-controlled charge

The documentary preparation fee is not a state fee

The documentary preparation fee is dealer-imposed, negotiable, and non-taxable under the current Pennsylvania State Board notice. It is added to the OTD total but not the sales-tax base. The calculator keeps this charge separate so you can compare it with the current electronic or non-electronic maximum.

Pennsylvania OTD questions

Frequently asked questions

What is included in a Pennsylvania out-the-door price?

The supported total includes the vehicle price after seller discounts, entered additions and optional products, documentary fee, sales tax, title, registration, lien, local-use, Road User Charge, and plate charges that apply.

Does cash down reduce the OTD Price?

No. Cash down is applied after the OTD Price to calculate the Estimated Amount Remaining.

Does a trade-in reduce Pennsylvania sales tax?

A qualifying trade accepted by the seller can reduce the taxable receipt in the supported dealer scenario. The trade loan payoff does not reduce that tax deduction.

What happens when my trade has negative equity?

Negative equity raises the Estimated Amount Remaining because the payoff exceeds the trade value. It does not change the supported tax deduction based on the allowed trade value.

Is the Pennsylvania documentary preparation fee taxable?

No. The current State Board notice describes it as non-taxable. It remains a dealer-imposed, negotiable charge rather than a state fee.

Are EV and PHEV charges included?

Yes, when the selected fuel type and registration term are subject to Pennsylvania's Road User Charge. The calculator shows that amount separately.
