California Vehicle License Fee (VLF) Explained

California's Vehicle License Fee is generally based on vehicle purchase price or value. Learn how the 0.65% planning estimate fits into total registration cost.

The California Vehicle License Fee is a value-based part of vehicle registration. DMV lists VLF at 0.65% of purchase price or vehicle value for most vehicles, but an individual DMV determination can vary because of valuation, transaction timing, renewal history, and exemptions.

What is the California Vehicle License Fee?

VLF is collected through the vehicle-registration process and takes the place of property tax for most vehicles. DMV says the revenue goes to cities and counties.

It is not the same as the basic registration component, California Highway Patrol fee, or Transportation Improvement Fee. Those amounts are itemized separately in the California vehicle registration fee calculator.

How vehicle value changes the VLF estimate

Because the estimate is percentage-based, a higher vehicle value produces a higher VLF estimate. A $20,000 value produces an estimated $130 VLF, while a $40,000 value produces an estimated $260 VLF before any transaction-specific DMV adjustment.

Why the actual DMV VLF can differ

DMV uses official transaction and valuation information. It also notes that VLF generally decreases during a vehicle's first 11 renewal years or until the vehicle is transferred, whichever happens first.

Some groups and vehicle types can qualify for exemptions or special treatment. This guide does not decide those cases, calculate renewals, or replace DMV's transaction-specific fee tools.

The estimated VLF is $195, but the supported registration total is $437 because VLF is only one component. County and district DMV fees and conditional charges are not included.

The supported estimate also includes the $76 registration component, $34 CHP fee, and the value-based TIF bracket. Local DMV charges and a possible Road Improvement Fee or smog-related charge can apply in some transactions.
